이해관계자 맵 작성부터 5개월여 기간동안 활발히 진행된 청소년말모이 팀 활동

[사람과뉴스 = 박시온 = 강남마을미디어 청소년 기자] 대원외국어고등학교 2학년 박시온, 조예진, 강한나, 조현진 학생으로 구성된 청소년말모이 팀(지도교사 이균호)은 벨기에, 아랍에미리트, 미국 등의 국가에서 다문화 학생으로서 겪었던 본인들의 경험과 통번역 봉사활동을 통해 접한 다문화 청소년의 어려움을 해결할 공공정책을 정책의 직접 수요자인 청소년의 입장에서 설계, 제안했다.

 사회문제해결에 대해 시민의 참여를 촉진하는 ‘프로젝트 시티즌’ 프로그램을 활용해 문제 제기, 대안정책, 공공정책, 실행계획의 과정을 통해 문제해결을 위한 새로운 공공정책을 설계했다. 청소년말모이 팀은 소속 학교인 외국어고등학교 특성상 해외에서 온 학생과 교사, 또는 직접 해외에서 다문화를 경험해본 학생들이 많고 이들이 사회에 적응할 때에 여러 어려움을 겪는다는 데에서 문제를 탐구하기 시작했다. 

 인터뷰와 선행연구 조사를 통해 다문화가 겪는 어려움 중 ‘언어 격차’에 주목했다. 특히 청소년의 경우 단체 채팅방에서 소통이 이루어지는 경우가 많은데, 표준어가 아닌 청소년이 사용하는 신조어, 은어는 한국어 교육 프로그램이나 사전을 통해서 확인되지 않음으로 학습이 어렵다. 

 벨기에에서 다문화 청소년을 경험한 조예진 학생은 “학교 수업 발표나 시험은 열심히 공부해서 장학생이 될 수 있었으나, 평소 친구들과 어울릴 때는 그들이 사용하는 은어를 이해하지 못해 소외감을 느꼈습니다.”, 다문화 청소년의 통번역 활동을 해 온 조현진 학생은 “미국, 영국과 같은 선진국에서 온 다문화 청소년은 자존감이 높은 반면에, 저개발국가에서 온 다문화 청소년의 경우 본인의 출신 국적을 밝히는 것을 꺼리는 경향이 있습니다.”라고 말했다. 

 아랍에미리트에서 다문화 청소년을 경험한 강한나 학생은 “아랍에미리트는 인구의 85% 정도가 다문화로 이루어져 있기 때문에 융합을 위한 다양한 정책들이 존재합니다. 하지만 은어를 많이 사용하는 청소년들이 깊이 있게 친해지기 위해서는 청소년들이 일상에서 사용하는 언어에 대한 이해가 요구됩니다.”라고 청소년을 위한 섬세한 정책의 필요를 주장했다.

 지도교사 이균호선생님(대원외국어고등학교 국어교사)은 다문화학생들의 한국어 교육에 대해 “첫째, 동일한 학년이어도 개인별 수준과 취약점 등이 제각각이므로 세분화된 개인 맞춤형 프로그램과 그에 따른 수준별 세분화된 교재 및 도서목록이 필요합니다. 둘째, 하향식 교육에서 벗어나 구체적으로 학생들의 교육적 요구를 수렴할 수 있는 체제가 필요하고 셋째, 한국 학생들과 융화하여 언어를 사용할 수 있는 다채로운 기회 부여가 필요하다고 생각합니다.”라고 말하며 실질적인 한국어 학습 방법이 정책적으로 제안되기를 기대했다.

 청소년말모이 팀은 다문화 청소년의 한국 적응에 대한 어려움에 대한 키워드로 ‘언어격차로 인한 - 소외감, 낮은 자존감’을 추출하였고, 이에 대해 다문화 청소년이 주체가 되어 사회적 책임감과 한국사회에 대한 소속감을 느낄 수 있도록 하는 방안을 고안했다. 정책수요자가 직접 정책설계에 참여할 수 있는 ‘4차 산업혁명시대에 적합한 수요자 참여형 공공정책 설계 방식’을 제안했다.

 수요자 참여형 공공정책 설계 방식의 예시로 청소년언어필터앱을 개발한 박시온 학생은 “청소년이 일상에서 사용하는 신조어, 은어를 입력하면 이해하기 쉬운 한국어로 자동번역 되는 앱입니다. 이 앱에서 가장 주요하게 다룬 것은 새로운 신조어를 청소년들이 추가 업로드할 수 있게 한 것입니다. 이는 수요자인 다문화 청소년이 직접 참여함으로 소속감과 책임감, 그리고 크리에이터로서의 자부심을 느낄 수 있도록 한 것입니다. 이 앱을 개발하기 위해 전국과 해외를 대상으로 청소년언어 말모이를 진행했는데 정책을 설계할 때 직접수요자와 이해관계자의 소통을 통해 실질적인 필요지점을 찾는 방법에 대해 배울 수 있었고, 이러한 방법을 통해 앞으로 사회에 도움이 되는 일을 하고 싶습니다.”라고 활동 소감을 밝히며 프로젝트 시티즌 프로그램의 긍정성을 피력했다.

 청소년말모이 팀은 ‘청소년언어필터앱’을 다문화 청소년 지원 관련 공공기관과 지원기관에 제안하여 실질적인 공공정책이 되도록 활동을 이어갈 계획이다.

 본 공공정책 제안은 연세대학교와 민주화운동기념사업회가 주최하는 청소년사회참여발표대회 활동의 일환으로 진행됐다.

Daewon Foreign Language High School Youth Malmoi Team Proposes Participation-type Public Policy for Multicultural Youth 

 The Malmoi Team (Teacher Lee Kyun-ho), which consists of students Park See-on, Jo Ye-jin, Kang Han-na, and Jo Hyun-jin, who are second graders at Daewon Foreign Language High School, designed and proposed public policies to address the difficulties of multicultural youths through their experiences as multicultural students in Belgium, the United Arab Emirates, and the United States.  

A new public policy for solving social problems was designed through the process of finding problems related with existing policies, making alternative policies, and planning public policies by utilizing the Project Citizen program to promote citizen participation in social problem solving. The Malmoi team began to explore the problem of many students and teachers from abroad, or students who have experienced multi-cultural experiences abroad, due their experience in a foreign language high school. 

Through interviews and prior research, they noted the 'language gap' issue among the difficulties facing multiculturalism. In particular, teenagers often communicate in group chat rooms, but new words and slang used by teenagers that are not standard language, cannot be learned through Korean education programs or dictionaries, making it difficult for them to adapt to their new environment. 

Jo Ye-jin, who experienced being a multicultural student in Belgium, said, "I could study hard for school presentations and exams, but I felt alienated when I hung out with my friends because I didn't understand the slangs they used." Jo Hyun-jin, who has been a translator for multicultural youths such as the U.S. and the U.K., said, "While students from other developed countries proudly introduce themselves as ‘world citizens’, multicultural youths from developing countries tend to be reluctant to reveal their nationality." 

Kang Han-na, who has experienced multicultural youth in the United Arab Emirates, said, "There are various policies for convergence in the United Arab Emirates because about 85 percent of the population is multicultural. However, in order for slang-speaking teenagers to get closer to each other in depth, they need to understand the language they use in their daily lives," she said, calling for a delicate policy just for teenagers. 

 The Malmoi Team has been active for about five months since the creation of the map for interested parties. 

 The youth Malmoi team extracted "the language gap - alienation, low self-esteem" as keywords for multicultural youths' difficulties in adapting to Korea, and devised a plan to allow multicultural youths to feel social responsibility and a sense of belonging to Korean society. A 'Consumer-participating Public Policy Design Method' was proposed in which policy consumers can directly participate in policy design. 

 Interviews for multicultural participants in Pakistan, the United States, the United Kingdom and other countries, including language education expert Nam Yu-ri, World Vision Division Manager Jeon Young-soon, Policy Researcher Choi Mi-kyung, etc. 

 Park See-on, who developed the Youth Language Filter app as an example of a consumer-participating public policy design method, said, "It is an app that automatically translates new words or slang used by teenagers life into understandable Korean. The most important thing about this app is that it allows teenagers to upload additional new words. This allows multi-cultural teenagers who are consumers to participate in the event and feel a sense of belonging, responsibility, and pride as creators. 

To develop this app, we have conducted gatherings of certain phrases used by teenagers across the country and abroad. When designing policies, we were able to learn how to find realistic needs through direct communication between consumers and stakeholders, and we want to do something that will help society in the future through this method," she said in a positive note of the Project Citizen program. 

 The Malmoi team plans to continue its activities to make a practical public policy by proposing the "Youth Language Filter app" to public organizations. This will support agencies related with supporting multicultural youths. 

 This public policy proposal was conducted as part of the Youth Social Participation Presentation Conference hosted by Yonsei University and Korea Democracy Foundation.

提议多文化青少年参与型公共政策方式的大元外国语高中青少年马尔莫伊组

由大元外国语高中2年级学生朴施温、赵艺珍、姜汉娜、赵铉辰组成的青少年口语小组（指导教师李均镐）从比利时、阿联酋、美国等国家作为多文化学生经历过的本人的经验和翻译志愿服务活动中接触的多文化青少年解决困难的公共政策的直接需求者青少年的立场上设计并提出了建议。

对于社会问题的解决，利用促进市民参与的"Project Citizen"项目，通过提出问题、对策政策、公共政策、实行计划等过程，设计了旨在解决问题的新的公共政策。 青少年马尔莫伊小组根据所属学校外国语高中的特性，有很多从海外来的学生和教师，还有直接从海外体验过多文化的学生，在这些人适应社会的时候会经历很多困难，因此开始研究问题。 通过采访和先行研究调查，我们注意到了多文化所经历的困难中的"语言差距"。 特别是青少年，经常在聊天群中进行沟通，不是普通话的青少年使用的新造词、隐语无法通过韩国语教育程序或词典进行确认，学习起来非常困难。 在比利时经历多文化青少年的赵艺珍（音）学生表示:"学校课程发表和考试时，通过努力学习可以成为奖学金获得者，但是平时和朋友们在一起的时候，因为不懂他们使用的隐语而感觉疏远"，"多文化青少年的翻译活动，赵铉镇学生说:"来自美国、英国等发达国家的多文化青少年自尊心很高，但是来自欠发达国家多文化青少年的自尊心却比较低。" 在阿拉伯联合酋长国经历过多文化青少年的姜汉娜（音）学生说:"阿拉伯联合酋长国85%的人口由多文化组成，因此为了融合，存在多种政策。 但是为了让经常使用隐语的青少年们更加亲近，需要对青少年日常生活中使用的语言进行理解。"

青少年马尔莫伊小组作为多文化青少年适应韩国的困难关键词，提出了"因语言差距引起的-被疏远感、低自尊感"的方案，并提出了让多文化青少年成为主体，感受社会责任感和对韩国社会的归属感的方案。 提出了政策需求者可以直接参与政策设计的"第四次产业革命时代需求者参与型公共政策设计方式"。 

作为需求者参与型公共政策设计方式的例示，开发青少年语言过滤软件的朴恃穩学生学生表示:"这是青少年输入日常生活中使用的新造词、隐语后，可以自动翻译成容易理解的韩国语的应用程序。 该应用中最主要的是让青少年们能够追加上传新造词。 这是需求者多文化青少年直接参与的，可以感受到所属感和责任感，还有作为原创化妆师的自豪感。 为了开发这个应用程序，以全国和海外为对象进行了青少年语言交流，在设计政策时，通过直接需求者和利害关系者的沟通，可以学到寻找实际需要地点的方法，希望通过这种方式，今后做对社会有帮助的事情。" 

借此表示 'Project Citizen' 节目的积极性。

青少年马尔莫伊小组计划向多文化青少年支援相关公共机关和支援机关提议"青少年语言过滤软件"，使活动成为实质性的公共政策。

本公共政策提案是延世大学和民主化运动记念事业会主办的青少年社会参与发表大会活动的一环。
